President & Chief Executive Officer

Jason Gamel has served as president and CEO of the American Resort Development Association (ARDA) since 2019. His current role at ARDA includes serving as president of the ARDA Board of Directors, the ARDA International Foundation (AIF) Board of Trustees, and the ARDA-ROC Board. He also serves as publisher for ARDA’s Developments magazine, the “voice of the vacation ownership industry.” Outside of ARDA, Jason serves on the Board of Directors of the U.S. Travel Association.

Jason brings more than twenty years of experience in the hospitality and timeshare industries. Prior to his current role, he served as senior vice president of legal at Wyndham Destinations. Before his time with Wyndham, he served as vice president of government affairs at ARDA where he oversaw the direction and management of local, state and regional legislative and lobbying activities in the United States and throughout the Caribbean. He also worked as an associate with BakerHostetler, one of the nation's largest law firms, in their hospitality practice.

Jason earned his bachelor’s degree in political science and human resources management from the University of Michigan and a juris doctorate from the University of Florida - Fredric G. Levin College of Law.  



Sandra DePoySandra DePoy, RRP

Senior Vice President, Global Public Policy

As ARDA’s Senior Vice President for Federal Affairs, Sandra “Sam” Yartin DePoy primarily works to advance the Association’s legislative agenda on Capitol Hill and in the Executive Branch of government. Sam closely monitors regulatory activities by working with the Federal Trade Commission, Federal Communications Commission, Federal Election Commission, as well as the Department of Housing and Urban Development. She joined ARDA in 1999 as Director of Federal Relations for ARDA-ROC and ARDA-PAC.

No stranger to the real estate and financial services industry, Sam has served as Director of Political Affairs for the Mortgage Bankers Association of America (MBA) and Director of Government Affairs for the National Association of Realtors.

Vice President, Regulatory Affairs & General Counsel

Robert is ARDA’s Vice President of Regulatory Affairs and oversees advocacy objectives to increase positive regulatory legislation that will support the timeshare industry, its owners and governing entities. 

Prior to joining ARDA, Robert served as Senior Assistant Attorney General in Florida’s office of Attorney General for six years. As a well-seasoned law expert, Robert’s focus was in Consumer Protection, Multi-State Enforcement and Privacy Division. He has led an impactful charge with the enforcement of the Florida Unfair and Deceptive Trade Practices Act, as well as numerous vital state and federal statutes, and rules and regulations. He has been instrumental to several joint investigations and enforcement actions with the Federal Trade Commission, the Consumer Financial Protection Bureau, the Department of Business and Professional Regulation, the Department of Agriculture and Consumer Services, the Office of Financial Regulation, the Florida Department of Law Enforcement and other federal and state regulatory and law enforcement agencies. 

No stranger to the legal practice, Robert also held his own private practice handling complex commercial litigation in state and federal courts, as well as corporate and transactional law, intellectual property law and real estate transactions.

Vice President, State Legislative/Regulatory Official Outreach & ARDA-ROC 

Elizabeth A. Baker has more than 20 years experience in the vacation ownership industry Most recently, she served as Vice President in the Legal Department of Wyndham Destinations, Inc., (formerly known as Wyndham Vacation Ownership, Inc.). Elizabeth’s responsibilities during her 8 year tenure with Wyndham included leading teams responsible for Inventory Onboarding, Licensing, Registration, Consumer Contracts and Sales Documents, and serving on the Government Relations team for Wyndham with primary focus on such states as Arizona, Colorado, Florida, Hawaii, Nevada, New York, Puerto Rico and Texas.

Prior to joining Wyndham, Elizabeth spent 12 years in the Legal group of an independent developer with responsibilities including HOA governance and compliance, regulatory complaints and sales compliance in addition to Registration, Licensing, Sales Documents and Government Relations.

Elizabeth also spent several years with the Florida Department of Business and Professional Regulation, the agency regulating timeshare in Florida. She served as the Enforcement and Investigation Supervisor and participated in legislative analysis and review as well as rule drafting and promulgation.

Ms. Baker obtained her Bachelor’s Degree in Commerce and Business Administration from the University of Alabama. She also served on the Board of Directors of National Land Council, Inc., for more than ten years including a term as President, and is an Affiliate Member of the Association of Real Estate License Law Officials.

Chief Business Officer

Jenny Davlin, Chief Business Officer for ARDA, is responsible for executing against the strategic operating plan, improving member experience and increasing organizational health with a focus upon business development. Jenny is Editor-in-Chief for Developments magazine, program leader for LEAPS, the AIF Leadership Program and serves as staff liaison to a variety of committees and task forces.  

Jenny has enjoyed nearly thirty years as an industry professional and held leadership positions with many of our developers and member organizations in sales, marketing, business development, training and operations.  In 2016 she joined the ARDA Washington DC office where she combines her industry experience with the association world. A graduate of St. Lawrence University, Jenny is highly passionate about our vacation product and thankful for the connectivity and experiences our industry brings.

Chief Financial Officer

As Chief Financial Officer, Rob oversees ARDA’s accounting and finances, as well as manages the daily administrative functions of the organization. Rob also serves as the staff liaison to the Audit and Investment Committees.

Prior to joining ARDA in 2000, Rob spent four years working as an independent auditor for Ernst & Young, and then ten years working in the association industry. Rob graduated from the University of Maryland, College Park in 1987 with a focus in accounting and economics, and earned his CPA that same year.

Catherine Lacey, RRP
Vice President, Meetings & Executive Director, AIF

Catherine Lacey is ARDA’s Vice President, Meetings and Executive Director of the ARDA International Foundation. She oversees all aspects of the association’s meetings and the ARDA Awards program. Catherine also oversees the production of timeshare industry research, industry designations and education.

Catherine is the liaison to the ARDA Meetings Committee, Awards Committee, AIF Board and Executive Committee as well as all other AIF committees. Prior to joining ARDA, Catherine has worked for several trade associations in the Washington, DC area. She has over 20 years of experience in the meetings and education field. Catherine is a graduate of Roanoke College.

Vice President, State Government Affairs

Chris joined the ARDA State Government Affairs team in 2007, and his responsibilities include coordination of legislative efforts on behalf of ARDA state and regional committees as well as targeted outreach activities. Chris brings more than a decade of legislative and government relations experience to ARDA including service as chief aide to members of both the Florida Senate and House of Representatives.
 
Immediately prior to joining ARDA, Chris served as the Director of Governmental Affairs at California State University Northridge. He also provides the team first-hand experience as a timeshare owner. He has an MA in American Government from American University and BA in Political Science from Bowling Green State University.

Vice President, State Government Affairs & Deputy General Counsel

Justin joined ARDA in 2013, and in his role is responsible for the pursuit of the organization’s state legislative and lobbying efforts across the country and in the Caribbean. He is also a member of the Florida Bar and serves as the in-house counsel for the association. 

Before joining ARDA, Justin spent six years with Clear Channel Outdoor where he served as the Vice President of Real Estate & Public Affairs. In this position he managed the company’s real estate holdings and government affairs efforts in the market. Prior to that, he began his career in investment banking focusing on IPOs and mergers & acquisitions in the growth technology sector. 

Justin earned a B.S. in Finance from the University of Florida and his J.D. from Barry University School of Law.
